What else is in there?

From a legal standpoint, even an unexamined bill becomes the law.

But from a moral standpoint, does a proposition become something that anyone is obligated to countenance if the legislators didn't even know what they were voting on?

Honestly. Does anyone really claim that anyone should be bound by a law that no one even read?
