If the Obama administration makes any move to re-order your chain of command or otherwise consolidate control over your resources, immediately remove the president and vice president from office.
He has already publicly declared himself to be a war criminal. That is grounds enough for removing him under force of arms. That is all the moral and political justification we require.
Otherwise wait. Let us watch how he conducts himself.
